President Ferdinand Marcos Jr. has directed concerned government agencies to expedite the release of qualified persons deprived of liberty (PDLs) as part of ongoing reforms in the country’s correctional system.
In an announcement dated October 29, 2026, Marcos called for faster processing of the release of eligible PDLs to ensure that individuals who meet the legal requirements are not unnecessarily kept in detention.
The directive emphasizes the importance of implementing existing laws and procedures governing the release of qualified inmates while upholding their rights and ensuring compliance with legal requirements.
The administration earlier reported that approximately 36,000 PDLs had been released over the past four years through reforms in the correctional system.
Aside from accelerating the release process, Marcos urged both government agencies and private companies to provide employment and livelihood opportunities to former PDLs.
The President emphasized the need to help individuals who have been released from correctional facilities rebuild their lives and reintegrate into their communities.
Employment and livelihood assistance are seen as important measures in helping former inmates achieve financial independence and reducing the likelihood of returning to criminal activities.
The government is also encouraging stronger cooperation with the private sector to expand opportunities for former PDLs who face difficulties securing employment because of their previous incarceration.
The directive forms part of the administration’s broader efforts to improve the correctional system by combining the timely release of qualified PDLs with rehabilitation and reintegration support.
Through these measures, the government aims to provide former PDLs with opportunities to become productive members of society while strengthening the implementation of correctional reforms.
