Malacañang has ordered all government agencies to implement the 2024 National Disaster Response Plan (NDRP) to ensure timely, effective, and coordinated disaster response.
Memorandum Circular (MC) 100, signed by Executive Secretary Lucas Bersamin on Sept. 23, directs the adoption of the plan to “preserve lives, provide immediate assistance to affected communities, and minimize exacerbation of emergency situations.”
The National Disaster Risk Reduction and Management Council (NDRRMC), through the Office of Civil Defense (OCD), will lead the implementation. Local government units are encouraged to support the plan, while national agencies and government-owned or -controlled corporations are mandated to comply.
“It is imperative for all national government agencies and instrumentalities, including government-owned or -controlled corporations, and LGUs to support and cooperate towards the successful implementation of the 2024 NDRP,” MC 100 stated.
The OCD and the Presidential Communications Office will coordinate to ensure the effective dissemination of the plan. Funding will come from existing appropriations of concerned agencies.
The 2024 NDRP aims to save lives, deliver immediate aid, and prevent emergencies from worsening through a coordinated disaster response and early recovery system.
