The advisory, released at 2:05 p.m., specifically forecast these severe weather conditions to persist across various localities in Pampanga, Laguna, and Tarlac within the next two hours.
The initial list of areas expected to be affected included:
• Pampanga: Lubao, Masantol, Sasmuan, Macabebe, Apalit, San Simon, Minalin, Candaba, San Fernando, Mexico, Arayat, Santa Ana, San Luis, Santo Tomas, Bacolor, Guagua, and Santa Rita.
• Laguna: Santa Rosa, Calamba, Cabuyao, Los Baños, Bay, Alaminos, Santa Cruz, Magdalena, Pila, Victoria, Calauan, San Pablo, Rizal, Nagcarlan, Liliw, Majayjay, and Pagsanjan.

Additionally, Pagasa noted that similar heavy rain and strong winds were already being experienced in several other nearby areas, with conditions expected to persist and affect neighboring localities.
These areas include Metro Manila, Batangas, Cavite, Zambales, Bulacan, Rizal, and Quezon.
The state weather bureau urged residents in all affected provinces and areas to take precautionary measures against the associated hazards, specifically flash floods and landslides.
