Ombudsman to Zaldy Co: Face probe, submit testimony through proper process

The Office of the Ombudsman on Saturday called on Zaldy Co to participate in its ongoing investigation, urging him to submit his testimony through formal channels instead of releasing statements through social media.

In a statement dated November 15, 2025, the Ombudsman stressed that every serious investigation follows a “tamáng daloy,” (proper process) where witnesses appear, give sworn statements, and undergo verification. While the process can be slow, it is necessary to ensure justice based on facts, the agency said.

The Ombudsman noted that Co has instead chosen to “avoid” the process and release his narrative through online videos. 

“Dahil dito, kailangan naming huminto at suriin ang bawat sinabi — dahil lahat ng testimonya, walang espesyal, ay dumadaan sa parehong pagsusuri,” (we had to stop and look at his testimony) the agency said.

The statement added that the Ombudsman has long kept its doors open for Co to present his evidence properly. It also assured that if fear is preventing him from cooperating, he will be given protection.

“G. Co — umuwi kayo. Isumite ang inyong salaysay. Ipa-beripika ang inyong mga pahayag,” (Mr. Co return home and submit your statement. We need to verify it) the Ombudsman said, emphasizing that all witnesses must go through the same process.

The agency concluded that if justice is truly the goal, it begins with following the proper procedure and not through noise or public discourse.
