Police arrested Northern Samar’s No. 1 most wanted person, who was also listed as an alleged member of a communist terrorist group, during a law enforcement operation in Las Navas on October 23, 2026.

The Philippine National Police (PNP) identified the suspect as a 27-year-old man known by the alias “Carlo,” who was apprehended in Barangay San Isidro.

According to the PNP, the suspect ranked first on both the provincial and municipal Most Wanted Persons lists and was included in the Periodic Status Report (PSR) of alleged Communist Terrorist Group (CTG) members.

Authorities served an arrest warrant issued on April 28, 2023, for two counts of rape, with no bail recommended.

The operation was carried out by personnel of the Las Navas Municipal Police Station, Regional Intelligence Division, and the 803rd Maneuver Company of the Regional Mobile Force Battalion 8.

Following his arrest, the suspect was brought to the Las Navas Municipal Police Station for documentation and processing before his turnover to the issuing court.

PNP Chief General Jose Melencio Nartatez Jr. said the arrest demonstrated the police force’s continuing efforts to locate wanted individuals and bring them before the courts.

“This arrest demonstrates our determination to pursue wanted individuals and ensure that serious criminal charges are addressed through the proper legal process. No one is beyond the reach of the law, and we will sustain our efforts to locate fugitives and bring them before the courts,” Nartatez said.

He also directed police units to intensify operations against fugitives facing serious criminal charges to help ensure that victims have access to justice.

The PNP said the operation formed part of its Focused Agenda, which prioritizes intelligence-driven law enforcement, police accountability, and community protection.

Authorities reiterated their commitment to strengthening anti-criminality operations in line with the Marcos administration’s directive to improve public safety and law enforcement services.
