MANILA – The National Bureau of Investigation (NBI) has recommended the filing of criminal charges against 12 government officials and individuals linked to Genesis88 Construction Inc. over alleged irregularities involving Php 7 billion worth of flood control contracts in the congressional district of Davao City Rep. Paolo “Pulong” Duterte.

A document dated October 13, 2026, shown in a government-released graphic indicates that the NBI’s Public Works Corruption and Bid-Rigging Task Force submitted its findings to the Department of Justice (DOJ) for preliminary investigation.

The recommendation concerns alleged violations of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act, and Article 171, paragraphs 4 and 5, of the Revised Penal Code, which covers falsification by public officers.

The development places the contracts under further legal scrutiny, although the NBI’s recommendation does not establish criminal liability. Prosecutors must first evaluate the evidence and determine whether charges should be filed in court.

The material does not establish that Rep. Duterte was among those recommended for prosecution. His congressional district is identified as the location of the projects involved.
