Napolcom updates PNP allowances to boost police welfare

The National Police Commission (Napolcom) has issued a new memorandum circular updating regular and collateral allowances for uniformed members of the Philippine National Police (PNP) to provide better support for their duties.

Napolcom Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan said the policy aims to uplift police welfare and recognize their vital role in maintaining peace and order.

“Our policemen and policewomen are at the frontline of peace and order. By ensuring that their allowances are responsive to today’s economic realities and operational demands, we are not only recognizing their sacrifices but also strengthening their morale and commitment to serve,” Calinisan said.

Under Memorandum Circular 2025-004, issued on Aug. 18, the new allowance structure includes subsistence, quarters, clothing, hazard pay, combat duty and incentive pay, sea and flying duty allowances, hardship allowances, and other operational benefits.

PNP personnel involved in actual police operations will receive PHP3,000 monthly combat duty pay and PHP300 daily combat incentive pay for active combat missions. Hazardous duty pay of 50 percent of base salary is granted to those assigned to high-risk tasks, while personnel exposed to radioactive elements get an additional 15 percent.

For specialized operations, sea duty pay equivalent to 25 percent of base pay and flying duty pay of 50 percent are given to those on maritime and air missions. Hardship allowances of 10 to 25 percent of base pay are also provided to personnel in isolated or challenging areas.

The implementation of these updated allowances will depend on the availability of funds as certified by the Department of Budget and Management (DBM).
