
The National Police Commission (Napolcom) on Wednesday announced it had charged a former Philippine National Police Health Service director for alleged misconduct while in uniform.
The officer, a police brigadier general who retired in December, reportedly wore luxury shoes valued at over P70,000, prompting the complaint.
Napolcom Executive Officer Rafael Calinisan said multiple reports have been received from police personnel alleging mismanagement and possible corruption within the Health Service.
“People might say it’s just about the shoes, right? There have been multiple reports on alleged corruption in the Health Service, which we have received,” Calinisan said.
Investigations are ongoing, including concerns over administrative lapses such as incomplete evaluations of police officers under review, though further details have not been disclosed.
PNP regulations specify acceptable footwear for officers, including all-white rubber shoes and black patrol shoes, without endorsement of specific brands or luxury items.
Calinisan added that wearing extravagant items while in uniform could affect public perception, emphasizing that officers’ appearance should reflect professionalism and uniformity.
