MSpectrum, Inc., the wholly owned solar subsidiary of the Manuel V. Pangilinan-led Manila Electric Company (Meralco), has entered into a strategic partnership with Japan’s Tokyo Century Corporation (TC) and JFE Engineering Corporation (JFEE) to accelerate the adoption of solar energy among commercial and industrial businesses in the Philippines.
The three companies have signed a Joint Venture Agreement (JVA) to establish MSpectrum Taiyo Inc., a new company that will develop, own, and operate rooftop and ground-mounted solar power projects for industrial facilities nationwide.
The venture combines MSpectrum’s strong local presence in the Philippine solar market and Meralco’s expertise in the power sector with Tokyo Century’s global financing capabilities and JFE Engineering’s extensive experience in engineering and renewable energy development.
Under the agreement, MSpectrum will own a 60% stake in the joint venture, while Tokyo Century and JFE Engineering will hold 30% and 10%, respectively.
The partnership is expected to help accelerate the shift toward clean energy, particularly among Japanese companies operating in the Philippines, by expanding access to cost-efficient and sustainable solar power solutions in the country’s fast-growing commercial and industrial market.
“Beyond supporting the growth of our organizations, this partnership aims to contribute to the country’s broader energy transition by expanding access to clean and reliable energy solutions, helping businesses manage energy costs, reduce carbon emissions, and enhance their long-term competitiveness,” said MSpectrum Chairman Ronnie L. Aperocho.
The collaboration builds on a longstanding relationship that began in 2018 through Japan’s Joint Crediting Mechanism (JCM) program. Between 2019 and 2021, the partners successfully implemented several solar power purchase agreement (PPA) projects with support from the Japanese government, laying the foundation for the newly formed venture.
Tokyo Century Senior Managing Executive Officer and Global Business Unit President Toshio Kitamura said the joint venture comes at a critical time as demand for renewable energy continues to grow alongside the Philippines’ expanding economy.
“In the Philippines, rapid economic growth has led to rising electricity demand and an urgent need for renewable energy. Introducing clean energy while reducing costs has become an important priority for many Japanese companies operating in the country. Through MSpectrum Taiyo, we aim to provide reliable and sustainable solar solutions that help address these needs,” Kitamura said.
JFE Engineering, one of Japan’s leading engineering firms, brings decades of expertise in energy and infrastructure development, including more than 100 megawatts of solar PPA projects in Japan. The company also has an established presence in the Philippines through its affiliated firms and water and wastewater infrastructure projects.
“This joint venture will provide clean energy to Japanese companies operating in the Philippines through solar PPA solutions. As demand for carbon neutrality continues to grow, we believe this collaboration will help businesses achieve their sustainability goals while contributing to a more sustainable future,” said JFE Engineering Managing Director and Head of the Power Business Division Atsushi Kobayashi.
For Meralco Chairman and Chief Executive Officer Manuel V. Pangilinan, the venture demonstrates the value of bringing together trusted partners with complementary strengths to advance the country’s clean energy ambitions.
“It is this combination of strengths that allows us to deliver more reliable, more efficient, and more scalable solar solutions to commercial and industrial customers in the Philippines—helping businesses become more productive, more competitive, and better prepared for the future,” Pangilinan said.
Through MSpectrum Taiyo Inc., the three companies aim to expand renewable energy deployment, support businesses in lowering operating costs and carbon emissions, and contribute to the Philippines’ broader transition toward a more sustainable and resilient energy future.
