The Metropolitan Manila Development Authority (MMDA) has ordered the temporary suspension of road excavation works along national and city roads across Metro Manila to minimize traffic disruptions ahead of the Christmas holiday rush.
The suspension took effect on November 1 and will remain in place until midnight of December 23, 2026, as authorities anticipate heavier traffic volume during the holiday season.
In an advisory posted on its official Facebook page, the MMDA said the measure aims to ensure smoother traffic flow and reduce inconvenience to motorists and commuters.
However, the agency clarified that certain government infrastructure projects and emergency repair works are exempted from the suspension under Memorandum Circular No. 20, Series of 2026.
Among the exempted activities are government flagship infrastructure projects, bridge construction and repairs undertaken by the Department of Public Works and Highways (DPWH), and flood interceptor catchment projects involving box culverts.
Asphalt overlay projects that do not require road reblocking, sidewalk improvements, footbridge projects, and drainage improvement works confined to sidewalks without occupying roadways may also continue.
The MMDA will likewise allow emergency repairs involving damaged or leaking water pipelines by Manila Water Company and Maynilad Water Services Inc., as well as the installation of new water and electrical service connections.
Other exempted activities include road works that do not involve excavation and require only traffic clearance, along with Meralco relocation and emergency works affecting major government projects.
The agency said other projects may be permitted to proceed during the suspension period, subject to the filing and approval of the necessary applications.
The MMDA emphasized that the temporary restriction is intended to prevent additional road obstructions during one of the busiest travel periods of the year while allowing essential infrastructure and emergency works to continue.
Motorists and members of the public are advised to report road emergencies through the MMDA Hotline 136.
