MMDA begins issuing notices to traffic violators under NCAP

The Metropolitan Manila Development Authority (MMDA) has officially commenced the issuance of violation notices to motorists caught breaching traffic rules under the No Contact Apprehension Policy (NCAP).

In a post on its official Facebook page, the MMDA clarified that each notice was released only after a meticulous and comprehensive review of the traffic violations captured by surveillance cameras installed across the metropolis. These reviews are conducted manually to ensure accuracy and to prevent erroneous citations.

According to the MMDA, its Motorcycle Unit has begun delivering these notices directly to the registered addresses of vehicle owners based on data from the Land Transportation Office (LTO). For recipients residing outside Metro Manila, the notices are being sent through the Philippine Postal Corporation (PhilPost).

The agency emphasized that the NCAP is designed not only to ensure efficient traffic enforcement but also to promote accountability among drivers. MMDA reiterated its commitment to due process, assuring the public that all recorded infractions are carefully verified by personnel before any citation is issued.

The implementation of NCAP aims to reduce traffic congestion and violations by leveraging modern technology while minimizing the need for face-to-face enforcement.
