
Driven by its commitment to putting customers first, the Manila Electric Company (Meralco), led by Manuel V. Pangilinan, is taking a bold step toward a more empowered and energy-smart future. The company is throwing its full support behind the Retail Aggregation Program (RAP), a game-changing initiative that gives Filipino consumers more freedom in choosing their electricity provider.
RAP is designed for end-users within the same franchise area who individually consume less than 500 kilowatts. Through aggregation, these consumers can band together, qualify for Retail Competition and Open Access (RCOA), and select their preferred electricity supplier—something previously out of reach for smaller users.
At a milestone event marking the ceremonial switching of the country’s first retail aggregation customer, Meralco Executive Vice President and COO Ronnie L. Aperocho highlighted how the company’s investment in Advanced Metering Infrastructure (AMI) is turning this vision into reality.
“Through smart metering, we’re not just modernizing our grid—we’re opening the door for consumers to make informed choices about their power,” said Aperocho. “Retail aggregation, powered by AMI, brings flexibility and value to the hands of the people while energizing a more competitive energy landscape.”
To make RAP work, meters must be capable of measuring electricity usage in five-minute intervals to align with market standards. These smart meters send daily data to the Market Operator, ensuring transparency and accuracy.
Meralco’s grid modernization plan is in full swing. Under its proposed capital expenditure for the 5th Regulatory Period (5RP), the company aims to accelerate the rollout of AMI across its network. This move will support a seamless transition for all customer types—from households to large-scale industries—into the contestable market where they can freely choose their energy supplier.
“Our bold investments in AMI and digital infrastructure are all about making choice and convenience accessible to every customer,” Aperocho added. “At the same time, we’re building a smarter, more resilient energy system for the future—one that benefits every Filipino.”
