
Manila Electric Company (Meralco) has formally opened the Competitive Selection Process (CSP) for a 600-megawatt (MW) baseload power requirement, marking another step in its long-term strategy to ensure a steady and dependable electricity supply for its customers.
The bidding process comes after the Department of Energy (DOE) issued a Certificate of Conformity to the project following more than a year of evaluation. The procurement is likewise included in Meralco’s latest Power Supply Procurement Plan, which has been approved and accepted by the DOE.
The resulting Power Supply Agreement (PSA), which will run for 15 years, will initially cover 300 MW of baseload capacity beginning February 26, 2028. Another 300 MW is expected to be added by February 26, 2029, subject to the approval of the Energy Regulatory Commission (ERC).
Meralco’s Bids and Awards Committee for PSAs (BAC-PSA) is inviting interested power generation companies to participate in the bidding. Expressions of Interest must be submitted by July 14, while the pre-bid conference is scheduled on July 28. The deadline for bid submissions is set on September 1.
In line with the Department of Energy’s Energy Mix Policy under Department Circular No. DC2026-02-0005, the CSP will adopt a technology-neutral approach, allowing all power generation technologies that satisfy the technical and commercial requirements to participate.
The competitive procurement process is designed to secure the most cost-efficient supply options while maintaining reliability and ensuring sufficient capacity to meet future demand. Through open and transparent bidding, Meralco seeks to deliver the best value for consumers while strengthening the resiliency of its power portfolio.
