Manila 2nd District Rep. Rolando “CRV” Valeriano called for a comprehensive assessment of recurring flood-prone areas in the capital following the recent heavy rains that inundated several parts of Metro Manila.
Valeriano urged the City of Manila, the Metropolitan Manila Development Authority and the Department of Public Works and Highways to jointly prepare a post-rain flood hotspot report identifying communities and major roads repeatedly affected by flooding.
He said the report should detail the depth and duration of flooding, the drainage systems or pumping stations serving affected areas, any reported obstructions or equipment failures, the government agency responsible, and the timetable for inspections, repairs or engineering interventions.
According to Valeriano, flood advisories should be followed by concrete corrective measures to minimize disruptions to residents, workers and students affected by recurring floods.
The lawmaker noted that flood mitigation requires coordinated action to improve drainage systems, modernize pumping stations and prevent waterways from being clogged by solid waste.
He added that factors such as rainfall intensity, tidal conditions, drainage capacity, waste buildup and the condition of infrastructure should all be considered in determining the causes of flooding in specific areas.
Valeriano said a technical assessment would help identify the government offices responsible for addressing the problems and ensure that appropriate solutions are implemented within a clear timeframe.
His call came ahead of President Ferdinand Marcos Jr.’s fifth State of the Nation Address, where flood control and infrastructure are expected to be among the issues raised.
