The Land Transportation Office extended until further notice the validity of vehicle registrations, driver’s licenses and other permits due for renewal beginning July 1, 2026, as technical problems continued to disrupt its online portal.
The agency issued the extension under Memorandum Circular No. MVL-2026-5271 dated July 29.
The order covered motor vehicle registrations, driver’s licenses, conductor’s licenses, student permits and medical certificates.
The LTO said no late fees or penalties would be collected while the memorandum remained in effect.
The extension was intended to give motorists and applicants enough time to complete their transactions without additional charges during the disruption of the Land Transportation Management System.
The agency said the nationwide slowdown and intermittent downtime were caused by stalled system processes, changes in the network setup, prolonged operation without proper resets and inadequate storage capacity.
It added that the problems were linked to the system’s design, configuration and vendor-controlled access.
The LTO maintained that the technical issues did not result from any action, inaction or fault on the part of the agency.
