LTO probes UV Express driver in Quezon City motorcycle ramming

The Land Transportation Office (LTO) is investigating a Utility Vehicle (UV) Express driver who rammed several motorcycles along Commonwealth Avenue in Quezon City.

In a Friday statement, LTO chief Assistant Secretary Markus Lacanilao confirmed that the Intelligence and Investigation Division will lead the probe.

The 54-year-old driver, Ruel Dela Cerna, was arrested by the Quezon City Police District (QCPD)-Traffic Sector. LTO personnel conducted sobriety and alcohol breath analyzer tests on him.

“Bagaman negatibo ang resulta, sasailalim din ito sa drug test (Despite the negative result, he will be administered a drug test),” Lacanilao said.

Reports from QCPD Director Col. Randy Glenn Silvio indicate one rider died, and the UV Express rammed 13 motorcycles and a car near the Commission on Human Rights central office in Barangay UP Campus.
