If there were a year when the Land Transportation Franchising and Regulatory Board (LTFRB) accomplished a year-long goal of the government’s vision of a safer, more efficient, and eco-friendly transport system, it would be 2024.
The LTFRB, led by Chairman Atty. Teofilo Guadiz concluded 2024 with remarkable achievements, demonstrating its commitment to modernizing public transportation in the Philippines.
The significant progress in the Public Utility Vehicle (PUV) Modernization program was central to these achievements.
The year 2024 marked a turning point for the LTFRB as it exceeded expectations in its modernization efforts.
Since it was first introduced in 2017, the consolidation of public utility vehicles (PUVs)—a part of the Public Transport Modernization Program (PTMP)—has been extended several times within seven years.
80% consolidation
Franchise consolidation emerged as one of the LTFRB’s most impactful initiatives.
By transitioning operators to consolidated franchise models, the agency facilitated smoother operations and better integrating modernized fleets into the transport system.
This effort was complemented by targeted route rationalization programs in Metro Manila and other urban centers, which optimized public transport availability and reduced inefficiencies.
As the consolidation reached over 80 percent, the LTFRB, backed by President Ferdinand R. Marcos Jr.’s pronouncement, closed the processing of PUV applications.
The agency reported that by the end of 2024, at least 85.6% of PUV units had been consolidated under the new system.
This milestone, representing over 164,137 units, resulted from aggressive campaigns and deadline extensions to ensure operators complied with modernization requirements.
As of 29 November 2024, 164,137 units out of the 191,730 units were consolidated, which is 85.6%.
This success was attributed to its robust outreach initiatives, relaxed policies, and stakeholder collaborative efforts.
Provisional authority was later given to jeepneys that could not make it to the consolidation application, allowing them to continue plying their route during the extension of consolidation as ordered by President Marcos Jr.
Amid calls for suspension, LTFRB Chairperson Teofilo Guadiz III repeatedly assured all drivers and operators who have undergone consolidation that the modernization program will proceed.
“This is considered a milestone, not just for the LTFRB, but for the entire government. It took seven years to finally reach this far regarding the aspiration to modernize the country’s public transport. Despite several objections, strikes, and moves to suspend the program, we remain committed to accomplishing the modernization program,” Chairperson Guadiz said.
Ride-hailing market expansion
The LTFRB also made significant headway in expanding the ride-hailing market.
With the accreditation of new transport network companies (TNCs) and the renewal of existing ones, bringing the accredited TNCs to 20 as of December 2024, commuters were provided with more options for reliable and innovative transportation services.
Platforms like Angkas were accredited, underscoring the agency’s dedication to fostering competition and innovation in the transport sector.
An equally crucial development in the transport sector was granting an increase in the flag-down rate in taxis.
The LTFRB granted a P10.00 increase, making the flag-down rate at P50.00.
However, taxi operators request another P10.00 increase to increase the flag-down rate to P60.00.
Chairman Guadiz said this matter is being reviewed, given its possible impact on inflation.
Initiatives for transport workers
Another highlight of the year was the LTFRB’s expanded support programs for transport workers.
Schemes such as “EnTSUPERneur” and “Tsuper Iskolar” provided much-needed financial aid and educational opportunities to drivers affected by the transition to modernized vehicles.
These programs offered immediate relief and equipped transport workers with skills for new career paths.
Managing strikes, protests
Despite opposition from some transport groups, the LTFRB effectively managed transport strikes throughout the year.
The agency ensured minimal commuter disruptions by organizing alternative transportation options.
