The Technical Education and Skills Development Authority (TESDA) partnered with the Laoag City government to equip kalesa drivers with new technical skills while preserving a long-standing mode of transport.

The collaboration was confirmed following discussions with local officials and the office of Ilocos Norte 1st District Representative Ferdinand Alexander Marcos.

The program aimed to modernize the traditional kalesa while providing alternative livelihood opportunities for drivers.

Participants were set to undergo training in carpentry and shielded metal arc welding to help them carry out repairs and maintenance on their carriages.

Officials said the initiative also introduced solar technology, allowing drivers to install photovoltaic systems for lighting and other onboard features.

The upgrades were expected to improve passenger experience, particularly during evening rides, while promoting sustainable practices.

At least 21 drivers had expressed interest in joining the training, which was scheduled to begin within the month through a TESDA-accredited institution.

Local drivers welcomed the move, noting that the number of skilled kalesa builders has declined over the years, making maintenance more difficult and threatening the survival of the tradition.
