Senator Panfilo Lacson raised fresh questions over infrastructure projects in Taguig City after finding that two separately funded projects allegedly used the same photograph to support their billing claims.
Lacson said the projects had different appropriations, technical descriptions, locations and contractors, but appeared to rely on an identical image as proof of accomplishment.
He added that both projects had already been billed and paid, prompting him to question whether the transactions could constitute criminal acts.
The senator also cited a slope protection project in Taguig that allegedly received two separate budget allocations despite having the same location and technical specifications.
According to Lacson, both appropriations for the slope protection work were also billed and collected.
The findings formed part of his continuing review of suspected ghost and irregularly funded infrastructure projects in the city.
Lacson previously claimed that nearly Php 7 billion in insertions were included in the 2025 national budget for about 70 Taguig infrastructure projects linked to Sen. Alan Peter Cayetano’s district.
Cayetano has denied the existence of ghost projects in Taguig and has questioned the priorities of the broader flood control investigation.
