ICI summons Cabral for final hearing of the year

The Independent Commission for Infrastructure (ICI) will hold its last hearing for 2025 next week with former Public Works Undersecretary Maria Catalina Cabral summoned to appear.

ICI Executive Director Brian Hosaka said the commission wants to verify unspecified information from Cabral.

Cabral, who resigned in September, has yet to confirm her attendance at the Dec. 15 hearing.

She has not appeared in previous hearings and was recommended for possible administrative charges over alleged irregular infrastructure projects, including a P95.04-million flood control project in Bulacan.

Hosaka said a subpoena had been issued to Cabral, who will be the only person invited to Monday’s hearing.

Cabral earlier denied involvement in irregularities and said her office was not part of project implementation.

She was implicated by former Public Works Undersecretary Roberto Bernardo in alleged budget insertions and kickbacks linked to flood control projects.

Bernardo told senators that Cabral determined the “allocable” budget ceilings in the National Expenditure Program and allegedly reserved portions for preferred projects.

The ICI has also referred Cabral, Bernardo and former Public Works Secretary Manuel Bonoan to the Ombudsman for case buildup over “ghost” projects.

Commissioner Rogelio Singson will mark his final day at the ICI on Dec. 15 as the body considers whether investigations will continue with only two remaining members.
