The House of Representatives has tasked its Committee on Ethics and Privileges to investigate Cavite Rep. Francisco “Kiko” Barzaga following controversial posts on social media.
The motion was approved during Tuesday’s plenary session after Manila Rep. Rolando Valeriano highlighted Barzaga’s alleged misconduct while still serving a 60-day suspension. Valeriano noted the Cavite lawmaker continued to criticize National Unity Party (NUP) members and the late Antipolo Rep. Romeo Acop despite prior disciplinary action.
Deputy Majority Leader Ramon Rodrigo Gutierrez formally moved to authorize the committee to conduct hearings on Barzaga’s conduct during the suspension period. The panel is also tasked to require the lawmaker’s attendance and report its findings to the House.
House Deputy Speaker Yevgeny Vicente Emano approved the motion after no objections were raised. The directive follows similar concerns raised by NUP stalwart Negros Occidental Rep. Jeffrey Ferrer, who flagged Barzaga’s statements as potentially violating the House Code of Conduct and the law governing public officials’ ethics.
Separately, Barzaga faces cyberlibel complaints filed by Valeriano, business tycoon Enrique Razon Jr., and NUP chairperson Deputy Speaker Ronaldo Puno over claims that party members received bribes. Puno said the posts were “subsequently amplified through online news sites and social media pages, widening its reach and impact.”
The ethics complaints trace back to a previous case against Barzaga, who last September 2025 faced scrutiny for social media posts, including lewd images and displays of wealth, that were cited as evidence of conduct unbecoming of a House member.
Barzaga was suspended on December 1, 2025, for 60 days without pay after 249 lawmakers voted in favor of the committee’s recommendation. Lawmakers warn that repeated misconduct could lead to stricter disciplinary measures.
