GSIS opens nationwide emergency loan for members, pensioners

The Government Service Insurance System (GSIS) has officially opened its nationwide emergency loan program for all eligible active members and pensioners following a state of national calamity declaration by President Ferdinand R. Marcos Jr. The financial aid is being rolled out to assist those affected by the recent devastation of Typhoon Tino (international name Kalmaegi) and to provide a safety net as the nation braces for the approach of Severe Tropical Storm Fung-Wong.

GSIS President and General Manager Wick Veloso announced the activation of the program on Friday, emphasizing the urgency of providing timely financial relief to public sector workers and retirees grappling with natural disasters. Veloso stated that the swift deployment of funds is critical, particularly as the country contends with the extensive damage from Typhoon Tino and prepares for potentially more severe weather events associated with the incoming La Niña phenomenon.

Under the provisions of the emergency loan program, active GSIS members may borrow up to PHP20,000. Furthermore, those who have already availed of an emergency loan have the option to renew their existing loan, allowing them to borrow a higher amount of up to P40,000, with their outstanding balance from the previous loan being deducted from the maximum renewal amount.

The program extends its financial assistance to retirees as well. Both old-age and disability pensioners are eligible to apply for the emergency loan, provided they meet a specific financial requirement. Their basic monthly pension must maintain a minimum of 25 percent of the total amount remaining after the loan deduction is applied, ensuring they retain a sufficient income base.

For active members, strict eligibility criteria must be met before approval. Applicants must currently be in active service, must not be on leave without pay, and are required to have paid at least three monthly premiums within the last six months preceding their application.

They must also be clear of any pending administrative or criminal cases and maintain a minimum take-home pay of PHP5,000 after all mandatory deductions have been processed.

The application window for this nationwide emergency loan is open from November 7, 2025, and will run until February 7, 2026. To ensure a faster and more efficient process for approval and release of funds, GSIS strongly encourages all qualified individuals to submit their loan applications digitally through the GSIS Touch mobile application, which streamlines the submission and processing period.

The loan itself is structured for affordability and manageable repayment, featuring a low-interest rate of 6 percent per annum.

Borrowers are given an extended period to settle the debt, as the loan is payable in 36 equal monthly installments. This payment structure aims to mitigate the financial burden on public servants and pensioners who are recovering from or preparing for weather-related calamities.
