MANILA – More than 73,000 government workers and pensioners in Pangasinan now have access to a more spacious, flood-resilient, and digitally equipped Government Service Insurance System (GSIS) branch following the relocation of its nearly seven-decade-old Dagupan office.

GSIS President and General Manager Jose Arnulfo “Wick” Veloso led the inauguration of the new facility last Friday, marking a transition from the agency’s aging, flood-prone building to a modern service center designed to improve client convenience, according to a news release on Tuesday.

“This branch has served generations of public servants who have dedicated their lives to helping build our nation. Today, we give that service a new home,” Veloso said.

The new office at the Cityscape Lifestyle Center in Barangay Bonuan Gueset serves 54,516 active members and 18,959 pensioners across Pangasinan’s 44 municipalities and four cities.

The approximately 700-square-meter facility can accommodate about 100 clients daily and features dedicated service counters, a medical room, lactation station, accessible toilets, and ample parking.

Unlike the former GSIS-owned building constructed in 1961, which suffered from deterioration and recurring flooding, the new office occupies an elevated, less flood-prone location.

GSIS is operating the relocated branch under a four-year lease while awaiting the renovation of its former office, according to the Philippine Information Agency (PIA).

Beyond improved facilities, the branch houses a Digital Business Center where members and pensioners can access GSIS Touch with assistance from personnel, reducing their reliance on conventional over-the-counter transactions.

The initiative builds on the pension fund’s nationwide digitalization program, which includes centers that help clients apply for loans, check account balances, and access membership records electronically.

GSIS opened its 54th Digital Business Center in Quezon City in February 2025 as part of efforts to simplify transactions and assist pensioners unfamiliar with digital platforms.

For 63-year-old survivor pensioner Ricardo Del Rosario of Sta. Barbara, the upgraded Dagupan facility offers greater comfort during personal transactions.

“It is reassuring to know that the agency considers not only the services it provides but also the comfort and convenience of its clients,” Del Rosario said, as quoted by PIA.

During the inauguration, Veloso also highlighted the agency’s continuing efforts to extend financial assistance beyond traditional pension services.

These include the Balik Ginhawa program, which provides eligible borrowers with financial relief through a loan extension arrangement, and the Ginhawa Solar Energy initiative aimed at helping beneficiaries reduce electricity expenses.

The improvements form part of GSIS Vision 2046, which aims to develop a financially sustainable, resilient, and digitally driven pension institution while keeping services responsive to the needs of members and retirees. (PNA)
