
Pagasa lifted all Tropical Cyclone Wind Signal No. 1 warnings on Thursday as Severe Tropical Storm Francisco weakened further while moving away from the Philippines.
In its 11 a.m. bulletin, the weather bureau located Francisco 510 kilometers northeast of Itbayat, Batanes.
Francisco had maximum sustained winds of 95 kilometers per hour and gusts of up to 115 kilometers per hour.
It was moving north-northwest at 20 kilometers per hour and was forecast to continue generally northeast toward the Ryukyu Islands and the waters south of mainland Japan.
Pagasa said Francisco may leave the Philippine area of responsibility by Thursday noon or afternoon, with its effects expected to ease over the country.
The weather bureau said Francisco may still bring cloudy skies over Extreme Northern Luzon and enhance rain showers over Batanes and the Babuyan Islands.
Pagasa also said the southwest monsoon, or Habagat, and the outer circulation of Francisco may bring strong to gale-force gusts over most of Luzon, Panay Island, Negros Occidental, and Northern Samar through Friday, and over Batanes, Ilocos Norte, Ilocos Sur, Pangasinan, Zambales, Bataan, and Lubang Island by Saturday.
The weather bureau was also monitoring Tropical Storm Higos, which was forecast to enter PAR by Thursday afternoon or evening and would be named Gardo. Higos was located 1,595 kilometers east of Northern Luzon as of 10 a.m., with maximum sustained winds of 75 kilometers per hour and gusts of up to 90 kilometers per hour, but was not expected to directly affect the country.
