Fixing How We Access Trains and Buses—Before the Crowd Forms

The train has not arrived yet. But the problem already has.

Stand outside any MRT or LRT station at rush hour and you will see it — a crowd that
has nowhere to go, pressed against an entrance that cannot absorb it. Nobody planned
for this. Nobody needed to. The system allows everyone to arrive at once, and so they
do. Every single day.

Bus terminals are no different. During long weekends and holidays, passengers show
up hours ahead of departure — not because they want to, but because they have no
guarantee of a seat if they don’t. What should be a thirty-minute process becomes a
half-day ordeal. And then we wonder why terminals look like evacuation centers.
This is not a capacity problem. It is an access problem.

We keep solving the wrong thing. More trains, more buses, larger stations — all of it
chases demand after it has already formed into a crowd. The buildup happens before
operations can even respond. By the time the first train rolls in, the damage is done.
The queue is already three sidewalks long.

There is a simpler starting point: stop letting everyone arrive at the same time.

Aviation figured this out long ago. No one walks into an airport hoping to get on a plane.
A confirmed booking precedes the trip. It determines the flight, the seat, and the time.
The airport does not absorb a random crowd — it receives a scheduled one. Order is
built into the process before anyone leaves the house.

Rail and bus systems can/SHOULD do the same.

A commuter books a slot before heading out. Bus passengers reserve a specific seat on
a specific trip. Train riders select a boarding window at their station. Payment is settled
in advance. The booking becomes the pass. Without it, there is no entry.
This changes everything at the point of arrival.

Ticket counters stop being bottlenecks because purchases no longer happen there.
Platforms hold the number of people they were designed to hold — because that
number was set hours earlier. Entry stops being a scramble and becomes a process.
For operators, this is not just convenience. It is visibility. When you know where
passengers will board and exit before they leave home, you stop reacting to surges and
start anticipating them. Scheduling becomes precise. Deployment stops being
guesswork.

For bus terminals, the effect is immediate. A passenger with a confirmed seat has no
reason to camp at the terminal at five in the morning. They arrive near departure, board,
and leave. The terminal functions as a terminal again — not an overnight refuge for
anxious commuters.

The streets around stations benefit too. Long queues do not stay inside. They spill out
onto sidewalks, into intersections, and down side streets. Manage the queue and you
quietly ease the traffic problem nobody connects to ticketing.

None of this requires technology we do not already have. Booking platforms, QR
validation, digital scheduling — these are standard tools. The problem was never
capability. It was application.

Yes, there will be resistance. Public transport in the Philippines has always operated on
pakisama and chance — show up, squeeze in, and hope for the best. A structured
system will feel unfamiliar. Some commuters do not have smartphones. Others do not
have bank accounts. These concerns are real.

But they are not reasons to stop. They are reasons to plan the transition carefully.
Walk-in slots can remain within limits. Booking kiosks can serve those without devices.
Cash payment options can be built in. The shift does not have to happen overnight. It
can be gradual — and physical queues will naturally thin as more commuters
experience a better way.

What cannot be left alone is the status quo.

MRT-3 already carries more passengers daily than it was built to handle. The lines are
not temporary. They are structural. They are what a system looks like when it has no
mechanism to regulate when demand arrives.

More infrastructure will help eventually. But infrastructure takes years. A change in how
access is managed can happen now — and it addresses the problem where it actually
starts.

Not on the platform. Not at the turnstile. Outside the station, before the crowd forms,
before the train arrives.

That is where this needs to be fixed.
