MANILA – Financing for socialized housing under the Marcos administration’s Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program surged by 173 percent in 2026, with Pag-IBIG Fund releasing PHP12.10 billion for more than 10,900 housing units for minimum wage and low-income members.

In a news release Sunday, Pag-IBIG, the government’s shelter financing arm, said that 10,904 socialized housing units were financed in 2026, more than double the 3,987 in 2025.

The amount released more than doubled from PHP4.45 billion in 2025, raising socialized housing’s share of the agency’s total housing financing from seven percent to nearly 16 percent.

Department of Human Settlements and Urban Development Secretary and Pag-IBIG Fund Chairperson Jose Ramon Aliling linked the increase to efforts to make home financing more affordable through the Expanded 4PH, the administration’s flagship housing program.

“By making home financing more affordable, we are helping more minimum wage and low-income workers move closer to owning a home of their own,” the housing chief said.

Under the program, qualified buyers of socialized housing units can access a subsidized Pag-IBIG home loan rate of three percent.

Pag-IBIG also offers promotional rates of 4.5 percent for loans of up to PHP4.9 million and 5.75 percent for loans above PHP4.9 million and up to PHP10 million, covering purchases beyond socialized housing projects.

From January to September 2026, Pag-IBIG recorded a 15-percent increase in the number of homes financed and a 20-percent rise in housing loan releases.

The agency has also partnered with major property developers to expand housing options under the Expanded 4PH Program
