For today’s reading, please allow me to share the story of one of the most inspirational leaders who built a blessed and successful career in the private sector from humble beginnings. Today, public service is highly fortunate to have him lead one of the most desired investment havens and tourism destinations in Southeast Asia – the Subic Bay Metropolitan Authority (SBMA).
Engr. Eduardo Jose L. Aliňo, esteemed Chairman and Administrator of the Subic Bay Metropolitan Authority (SBMA), stands out as a dynamic leader whose visionary approach has significantly transformed the Subic Bay Freeport Zone (SBFZ). Known for his charismatic leadership and clear vision for growth, he has championed numerous initiatives aimed at elevating the quality of life for the hardworking community within and around the freeport. He fosters a culture of innovation, encouraging the adoption of new technologies and sustainable practices that benefit both the environment and the community. His ability to rally stakeholders and inspire a shared sense of purpose has also led to numerous impactful projects and initiatives. These undertakings highly demonstrate his forward-thinking mindset and strong commitment to sustainable growth.
One of his most notable legacies is the implementation of projects that directly benefit the workforce of Subic Freeport. Recognizing the importance of providing affordable and accessible housing, he spearheaded the “Dormitory Project,” aimed at offering convenient and affordable accommodations for workers and their families, reducing commuting time, and enhancing their well-being.
The project, which stands at P1.1 billion, is currently underway after its momentous groundbreaking ceremony last March 19, 2025, at the George Dewey area beside one of the popular hotels in Subic Bay. It hopes to be a “home away from home” for some 6,000 employees working in the freeport.
This dormitory project is also part of President Marcos’ Pambansang Pabahay Para sa Pilipino (4PH) program. Building these dormitories close to factories, industrial areas, and technoparks not only improves workers’ efficiency but also helps companies and employees reduce their cost of living and ease traffic congestion by reducing the number of vehicles and commuters on the road, thereby contributing to a greener and more sustainable environment.
Each dormitory block will have 188 units, with an approximate bed capacity of 1,500, totaling 6,000 beds. The common areas will be designed to allow for natural ventilation as a strategy to promote green building development. This not only improves indoor air quality but also promotes the health and well-being of everyone using the space.
The ground floor will be used for commercial spaces, including laundry services, a 24/7 convenience store, a cafeteria, coffee shops, and restaurants, providing essential services for workers throughout their stay.
To complement this project is a socialized housing solution that seeks to address the housing needs of employees of the Subic Bay Metropolitan Authority by developing affordable and sustainable housing units, thereby promoting a more inclusive and equitable community.
In May 2024, the SBMA signed a Memorandum of Understanding (MOU) with the Department of Human Settlements and Urban Development (DHSUD) at the Corporate Boardroom of the Administration Building for the establishment of employee housing in the SBFZ.
This housing project will significantly benefit SBMA employees, especially those who fall within the low-income bracket, allowing them to afford housing units that they can call home for at least 50 years. The beneficiaries will be given a Certificate of Ownership of Leasehold Rights rather than a title.
Employees who qualify as beneficiaries shall receive a five percent subsidy on the interest rate from the DHSUD. In addition, while PAG-IBIG’s regular interest rate is 6.25 percent, under the 4PH Interest Subsidy Program of DHSUD, it will be just 1.25 percent.
Meanwhile, to promote sustainable and eco-friendly transportation, the SBMA chief executive has also introduced “electric buses” as a progressive step towards reducing the carbon footprint of the Freeport zone. This new mode of transport aims not only to improve air quality and promote sustainability in urban mobility but also serve as a model for other regions to adopt greener transportation modes while aligning with global efforts to combat climate change.
Under the helm of SBMA Chairman and Administrator Eduardo Jose L. Aliňo, Subic Bay Freeport continues to evolve into a modern, prosperous, and inclusive hub. His transformational vision, combined with his charismatic and people-centered approach, demonstrates his genuine commitment to improving lives. Through his legacy projects—dormitory facilities, socialized housing, and green transportation, he solidifies his reputation as a leader who truly puts the welfare of his community at the forefront of development.
In essence, Aliño’s legacy is one of meaningful change, creating a more livable, sustainable, and equitable environment for everyone who calls Subic Bay their HOME.
