
The Department of Social Welfare and Development (DSWD) announced plans to digitalize the issuance of guarantee letters (GL) under its Assistance to Individuals in Crisis Situation (AICS) program.
DSWD Assistant Secretary Irene Dumlao said President Ferdinand Marcos Jr. instructed the agency to make government services more accessible to the public.
She explained that the automated system will allow beneficiaries to obtain guarantee letters without lining up, streamlining the process for medical and burial assistance.
The agency resumed the release of guarantee letters on January 5 after a suspension in November 2025 for the annual financial closing.
Dumlao emphasized that the digital system is part of broader efforts to make social welfare services more convenient and responsive to public needs.
A guarantee letter is a document issued to qualified beneficiaries that guarantees payment to accredited service providers for approved medical or burial expenses.
The DSWD expects the automated GL system to reduce processing time and improve access to assistance for those in crisis situations
