DSWD 10 prepares for graduation of Over 11,000 4Ps beneficiaries

The Department of Social Welfare and Development (DSWD) 10 (Northern Mindanao) is preparing for the exit of over 11,000 “graduating” beneficiaries from its Pantawid Pamilyang Pilipino Program (4Ps), while also launching a new digital service program piloted in Bukidnon on Tuesday.

In an interview, DSWD-10 4Ps focal person Oliver Inodeo stated that in Bukidnon province alone, more than 100 beneficiaries have “graduated” from the program after successfully improving their living conditions. “As of June 30, 2025, Northern Mindanao records 184,021 active 4Ps household beneficiaries. Those who graduated have already improved their well-being, or through natural attrition,” he explained.

Additionally, current beneficiaries in Bukidnon are the first to receive mobile phones as part of the “e-Panalo” program. This initiative aims to enhance the financial literacy of beneficiaries by teaching them how to navigate various digital platforms. It also provides practical alternatives to traditional banking methods, such as e-wallets, which are often more accessible in geographically isolated and disadvantaged areas.

During the program launch, DSWD Assistant Secretary Elaine Fallarcuna emphasized that the initiative aims to ensure that no Filipino is left behind in the country’s digital transformation. “This aims to give everyone adequate knowledge and training on the safe and effective use of digital financial platforms,” Fallarcuna stated.

A key partner in the e-Panalo program is Globe Fintech Innovations, Inc., through its mobile application G-Cash. Earlier this year, G-Cash signed a memorandum of agreement with the Bukidnon provincial government to collaborate on its social services programs.
