DOST urges science-based approach in Flood Control Projects

Department of Science and Technology (DOST) Secretary Renato Solidum on Wednesday called for the use of science-based solutions in planning and implementing flood control projects to address the increasing cases of widespread flooding.

In a press briefing at the Summit Hotel during the Regional Science, Technology, and Innovation Week, Solidum emphasized the need for tailored interventions based on studies of specific rivers and sub-river basins.

“Our message is that we have existing data that they can use to prepare the flood control projects. Use science for infrastructure since the data is already available online,” he said.

Solidum explained that the DOST can provide digital elevation models and forecasting tools to assess river and drainage capacities, especially as climate change and rapid urbanization lead to heavier rainfall and increased flooding risks.

He also highlighted how improper planning can worsen flooding. “If we build a road with a height of 10 centimeters, it essentially blocks the flow of water from one side to the other. This can create a dam effect, potentially increasing flooding in certain areas if proper drainage is not implemented,” he said.

Although the DOST is not directly involved in project implementation, Solidum said the agency can recommend science-driven strategies to improve flood control systems. He stressed the importance of combining scientific data, technology, and better coordination between local and national planners to ensure more effective flood mitigation efforts.
