
The Department of Labor and Employment (DOLE) has entered into a formal partnership with the Department of Agriculture (DA) to reinforce two pivotal government initiatives aimed at enhancing the livelihoods of the Filipino populace.
On Friday, Labor Secretary Bienvenido Laguesma and Agriculture Secretary Francisco Tiu Laurel Jr. executed a memorandum of understanding (MOU) to advance the DOLE’s Integrated Livelihood Program (DILP), commonly referred to as the “Kabuhayan” program, as well as the DA’s Kadiwa Store project.
“Through the strengthened collaboration between the DA and DOLE, particularly via the Kadiwa ng Pangulo stores, we aim to promote the program further, providing DILP beneficiaries with opportunities to develop their livelihoods and meet the needs of their families,” emphasized Laguesma, underscoring the significance of this partnership. The Kadiwa project is designed to enhance the income of small farmers, broaden market access for beneficiaries, and offer affordable, fresh agricultural and fishery products to urban low-income communities.
Additionally, the initiative endeavors to stabilize prices and ensure a consistent supply of essential commodities. Conversely, the DILP is committed to supporting vulnerable workers by providing in-kind grants of up to PHP50,000 for individuals and up to PHP3 million for groups to facilitate the initiation or expansion of their businesses.
Under the terms of the MOU, the DOLE will identify and refer DILP beneficiaries, including associations and labor unions, for group livelihood projects. Furthermore, the department will assist in the establishment and operational processes of Kadiwa stores, encompassing supplier coordination and logistical support.
Laurel articulated that this collaboration “exemplifies a shared vision for fostering sustainable livelihoods and enhancing the quality of life for Filipinos, particularly farmers, fishermen, workers, and consumers.”
