The Department of the Interior and Local Government (DILG) has officially launched “Listo si KAP,” a disaster preparedness and response program aimed at strengthening Filipino communities and their leaders—specifically barangay captains (Punong Barangays).
In a statement released Wednesday, the DILG said the program, which stands for Komunidad at Punong Barangays, supports President Ferdinand R. Marcos Jr.’s push for safer and more disaster-resilient communities.
“Listo si KAP” builds on the existing multi-hazard response initiative Operation L!sto, offering structured protocols to help barangays prepare for, respond to, and recover from various disasters. The program emphasizes early action, proactive planning, and thorough post-disaster assessments.
According to Memorandum Circular No. 2025-035, issued April 7, the Barangay Development Council will now also serve as the Local Disaster Risk Reduction and Management (LDRRM) Council. This body is tasked with approving the Barangay DRRM Plan and recommending key emergency measures, including preemptive evacuations.
Additionally, the Barangay DRRM Committee (BDRRMC) will act as the LDRRM Office at the barangay level. Its responsibilities include conducting regular disaster drills, maintaining emergency supplies and equipment, auditing critical infrastructure, and managing response operations such as evacuation and search-and-rescue.
After disasters, the BDRRMC will lead damage assessments, oversee rehabilitation, and coordinate with various sectors to support sustainable recovery.
Through “Listo si KAP,” the DILG reinforces its commitment to enabling grassroots-level disaster preparedness and building resilient communities across the Philippines.
