DILG completes 2025 Seal of Good Local Governance assessment in Eastern Visayas

The Department of the Interior and Local Government (DILG) has completed the 2025 Regional Seal of Good Local Governance Champions (RSGLGC) assessment, covering the provinces of Eastern Samar, Leyte, Northern Samar, and Samar.

The evaluation, held during the first two weeks of September, involved document reviews, key informant interviews, and onsite inspections of local government facilities. To ensure transparency, civil society representatives participated as independent validators.

Exit conferences were conducted after each assessment to present initial findings and recommendations, giving local officials an avenue for feedback and planning.

DILG Regional Director Arnel Agabe emphasized that the RSGLGC is more than just an award but a continuing challenge for LGUs to pursue governance excellence.

“This recognition is not about competition, but about transformation. The RSGLGC helps LGUs identify their strengths and weaknesses and provides guidance for improvement,” Agabe said.

He added that the program encourages innovation and stronger systems in areas such as financial administration, disaster preparedness, peace and order, social protection, and business-friendliness.

The RSGLGC was launched in Eastern Visayas in response to calls from LGUs and local leagues to sustain the recognition of good governance practices. It now serves as a strategic platform to enhance institutional performance and improve public service delivery across the region.
