
The Department of Human Settlements and Urban Development (DHSUD) has launched an initiative to engage homeowners’ associations (HOAs) and address their concerns, supporting President Ferdinand R. Marcos Jr.’s directive for people-centered programs.
DHSUD Secretary Jose Ramon Aliling said the effort forms part of the department’s open door policy, aiming to involve housing stakeholders in community and national development.
Aliling highlighted the need for proactive collaboration with HOAs, which play a key role in maintaining organized and well-functioning neighborhoods.
He added that providing clear information and guidance will help associations operate effectively and contribute more actively to improving their communities.
“Through proper information and education, we can encourage HOAs to take an active role to improve their community,” Aliling said, underscoring the program’s focus on empowerment and capacity building.
The department will also review policies and guidelines affecting HOAs, including rules on officer elections, term limits, and fee collection, to reduce conflicts and ensure clarity.
With over 26,000 registered HOAs nationwide, DHSUD pledged to continue consultations with all housing stakeholders, including private developers, NGOs, urban poor groups, and local governments, to harmonize programs and enhance housing services.
