The Commission on Elections (Comelec) on Wednesday decided to proceed with the full proclamation of all 12 winning senators for Eleksyon 2025, despite a motion urging the poll body to declare the top six Senate candidates based on partial and unofficial results.
During a press conference, Comelec chairperson George Erwin Garcia urged candidates to “wait” for the official proclamation, reiterating that the commission is aiming to announce the winning senators and party-list groups by the weekend, marking the earliest proclamation to date.
“Sabi nga ng NBOC [National Board of Canvassers], ang atin pong decision ay lahat na ang proclamation. Kung pinakamaaga ka naman eh na makakapag-proklama, in less than one week makakapag-proklama ka, eh ‘di okay lang siguro na makikihintay na lang,” said Garcia.
“Hintay-hintayan na lang. At saka ‘yan ay mangyayari naman kung ang lamang ng bawat isa ay malalapit o malalayo. Depende po yan kung yun ang natitirang uncavassed results will materially affect the results of the elections,” he added.
Sagip Party-list Representative Rodante Marcoleta, who is currently in the Magic 12 based on the partial and unofficial vote count, previously filed a motion with the Comelec, requesting the proclamation of the top six senatorial candidates ahead of the final tally.
According to the partial and unofficial count, Marcoleta ranked sixth in the Senate race as of 1 p.m., having received 14,910,418 votes.
Comelec Chairperson George Erwin Garcia explained that the National Board of Canvassers (NBOC) and other canvassing boards are allowed to “lower the threshold” and proclaim winning candidates if the remaining certificates of canvass (COCs) will no longer impact the results. However, the NBOC opted to complete the canvassing of all 175 COCs before proceeding with the official proclamation for the May elections.

“Manifestation ang na-file and therefore, we will proceed accordingly,” Garcia added.
