COA auditor: Sara Duterte only VP, DepEd chief audited with confidential funds

Former Commission on Audit-Intelligence and Confidential Fund Audit Office (COA-ICFAO) State Auditor Roderick Wamil testified Monday that Vice President Sara Duterte was the only vice president and Department of Education secretary whose offices had confidential fund appropriations among those he audited.

“Tanging si VP Sara Duterte lang po,” Wamil told the Senate impeachment court when asked whether any other vice president had confidential fund appropriations during his assignment with the COA-ICFAO beginning in 2014.

Wamil also testified that Duterte was the only education secretary whose office received confidential funds during the period covered by his audits.

He said the other vice presidents whose offices he audited did not have confidential fund appropriations.

Wamil told the court that his audit of the Office of the Vice President covered confidential fund cash advances from the fourth quarter of 2022 to the third quarter of 2023.

He said the OVP received Php 125 million in confidential fund cash advances per quarter, or a total of Php 500 million during the audit period.

For the Department of Education, Wamil said he audited confidential fund cash advances from the first to the third quarters of 2023 amounting to Php 37.5 million per quarter, or Php 112.5 million in total.

Wamil took the witness stand on the 11th day of Vice President Sara Duterte’s impeachment trial, where he testified on the audit of confidential funds released to the Office of the Vice President and the Department of Education.
