BUTUAN CITY – The Sangguniang Panlungsod (City Council) of Butuan City declared the city under a state of calamity on Sunday, November 9, 2025, in response to the severe damage inflicted by Typhoons Tino (international name Kalmaegi) and Uwan (international name Fung-wong).
The resolution, Resolution No. 17-061-2025, was unanimously approved during a special session following the recommendation of the City Disaster Risk Reduction and Management Council (CDRRMC). The CDRRMC assessed the widespread damage to infrastructure, agriculture, and livelihoods across multiple barangays before making its recommendation.
City data indicates that the recent calamities directly affected 44,317 residents across 33 barangays. A total of 3,615 families, or 13,309 individuals, were forced to evacuate due to flood threats. Of those, 3,496 families (12,801 individuals) were sheltered in evacuation centers, while 119 families (508 individuals) stayed with relatives.
Agricultural damage in Butuan City is estimated at PHP4,546,973.47. Additionally, 21 houses were reported damaged due to the strong winds and heavy rains brought by Typhoon Uwan.
The declaration allows the city government to implement emergency and recovery programs immediately, monitor the prices of basic necessities, provide easier access to national government aid, and ensure the prompt response to the health needs of residents. The City Social Welfare and Development Department reported that 2,435 affected families have already received relief goods.
The city government, through its Public Information Office (PIO), stated on Monday that the measure is intended to “hasten the delivery of responses to the affected families and communities.” Residents are advised to remain vigilant as Typhoon Uwan is still within the Philippine Area of Responsibility.
