
I am a daughter, a sibling, a granddaughter, a wife, and the greatest, most gratifying of my multifarious roles, a mother. In all of these, open communication throbs as the heart and soul that creates, binds, and strengthens every relationship we have. Simply put, communication is that magic wand with the unique ability to create or destroy in a single flick, with just a wave of its master’s hand.
In the realm of government communication, the spokesperson of a government agency plays a pivotal role in shaping public perception, disseminating information, and maintaining transparency. This individual acts as the official voice of the agency, ensuring that the messaging is clear, accurate, and consistent.
A spokesperson must possess excellent communication skills to effectively articulate complex policies and information in a manner that is accessible and understandable to a diverse audience. He should be adept at both speaking and writing, with the ability to convey messages confidently and clearly.
During emergencies or scandals, a spokesperson’s crisis management ability to keep composure, remain calm, and still exude an authoritative stance is crucial. He must provide accurate information swiftly, manage public anxiety, and help maintain trust.
Trust is fundamental. A credible spokesperson should demonstrate honesty and transparency, avoiding misinformation and ensuring that official statements align with the agency’s facts and policies.
A deep understanding of the agency’s functions, policies, and the broader political or social environment is a must for any spokesperson. This enables him to respond to questions with credibility and be confident in handling difficult inquiries. Moreover, adaptability and flexibility in responding to unexpected questions or situations, while maintaining professionalism under pressure, are critical qualities.
Most importantly, a commendable spokesperson continues to build positive relationships with the media, stakeholders, and the public.
As the designated spokesperson of the Subic Bay Metropolitan Authority (SBMA), and concurrently the Community and Institutional Relations Chief and Media Affairs head, these functions interplay in an interesting web of social magnanimity.
As the Community and Institutional Affairs Chief, I oversee the agency’s engagement with various stakeholders, including local communities, institutions, and partner organizations. On the other hand, my media affairs role ensures that messages are accurately and effectively communicated through quad-media channels and platforms. Now, as the spokesperson, this role sits at the forefront of delivering these messages publicly.
My prime task in community and institutional affairs involves building trust and maintaining positive relationships with stakeholders. Without that dynamic give-and-take relationship, the Freeport business community shall always be at risk of industrial turmoil, unrest from displaced communities, as well as damaging backlash and grave threats that may stem from the adverse effects of a company’s operations. This would obviously be a notoriously challenging, costly, and crippling public relations nightmare for any business establishment, and undoubtedly debilitating to the general image of Subic Bay Freeport as a prime investment hub and tourism destination as well.
A stable, strong, and sustained relationship with stakeholder communities is therefore the foundation that supports my media and spokesperson roles by providing our publics with validated, community-sensitive information that enhances credibility.
In times of crisis or issues, these combined roles enable the crafting of a cohesive response and help me understand the nuances of community concerns. As media affairs head and spokesperson, I am able to craft and deliver messages that address these concerns transparently, thereby managing the narrative effectively and translating it into clear, concise, and consistent public statements.
Effective community engagement and institutional relationships enhance the credibility of the agency. When communities and institutions feel that their voices are heard and their concerns are addressed, it fosters trust. This trust makes communication more effective because stakeholders are more likely to accept and support the messages we deliver publicly.
Having a unified communications approach ensures consistency in messaging across all communication channels, preventing misinformation and enhancing the agency’s overall reputation.
In most government agencies, communications and stakeholder relations are two separate units. Here in the SBMA, I consider myself fortunate in the exercise of my responsibilities as lead communicator, public affairs or community relations chief, and media affairs head, because my integrated role allows me to serve as a bridge between the agency, the public, and its stakeholders. My 20-year comprehensive understanding of community concerns, institutional priorities, and media landscapes in the SBMA has helped me generate targeted, effective communication strategies that support the agency’s objectives—whether for development projects, policies, or public information campaigns rooted in genuine engagement. This advances the agency’s goals, fosters public trust, and sustains healthy community relationships.
Complex? Naaaaaaahhhhh! It just took me a total of 28 years from my past government life to learn everything I needed to know and understand to discharge my functions efficiently, effectively, and with a heart.
