The Regional Disaster Risk Reduction and Management Council (RDRRMC) in Bicol has raised its Emergency Operations Center to “blue alert” status to ensure full preparedness during the observance of All Saints’ Day and All Souls’ Day on November 1 and 2.
In a memorandum, RDRRMC-5 chairperson and Office of Civil Defense (OCD-5) Director Claudio Yucot said the alert will be in effect from Tuesday until November 3 to guarantee readiness and coordinated response across the region.
Yucot directed all regional line agencies and local Disaster Risk Reduction and Management Councils (DRRMCs) to maintain round-the-clock monitoring and submit regular situation reports to the regional operations center.
“Conduct regular situation monitoring and submit the standard reports to the RDRRM Operation Center in the event of incidents or other eventualities during Undas,” Yucot said.
He also instructed that technical staff and responders remain on standby at their operations centers, ensuring that communication lines — including hotline numbers and email addresses — stay active and accessible.
Response assets must be prepositioned in key areas, and national agencies with locally deployed resources are advised to coordinate closely with local DRRM offices for a unified response.
All response units and provincial DRRM offices are required to report their actions to the regional center for proper monitoring and coordination.
“We must remain vigilant to ensure a peaceful observance of Undas this year,” Yucot emphasized.
