LEGAZPI CITY – The Department of Human Settlements and Urban Development-Bicol (DHSUD-5) is bringing government housing programs, financing options and real estate opportunities closer to the public through a

two-day housing fair at Pacific Mall here starting Wednesday.

The activity, part of National Shelter Month 2026, aims to connect prospective homeowners with government agencies and private developers offering affordable and decent housing options.

DHSUD-5 Project Development Officer Marc Severo said the fair targets individuals and families who do not yet own homes.

“This activity is being conducted in collaboration with developers to help provide decent, safe and affordable housing,” he said.

“Those interested in owning a home can come here and ask our stakeholders about their programs. The Pag-IBIG Fund, National Housing Authority and DHSUD are here to explain their respective programs, including our Expanded 4PH (Pambansang Pabahay Para sa Pilipino)

program.”

Pag-IBIG Fund Housing Relationship Officer Paul Oliquino said the 4PH program provides qualified borrowers with a promotional interest rate of 3 percent per annum.

Under the program, eligible condominium units priced at up to PHP1.8 million may qualify for the 3-percent interest rate, while house and lot packages priced at up to PHP950,000 are also covered, subject to applicable requirements.

Oliquino said Pag-IBIG Fund offers promotional interest rates for other housing loans: 4.5 percent for loans above PHP1.8 million up to PHP4.9 million, and 5.75 percent for loans above PHP4.9 million up to PHP10 million.

“These rates remain very affordable compared with those offered by other financial institutions,” he said.

He encouraged members who plan to purchase a home to take advantage of the financing opportunities.

“That is why we are conducting a massive campaign to inform all Pag-IBIG Fund members about these offers. They should consider taking advantage of the opportunity to buy a home in the Philippines,” he said.

He said applicants generally need to submit a housing loan application, a valid identification card and proof of income to demonstrate their capacity to pay. (PNA)
