BAGUIO CITY – The city government is stepping up enforcement of its anti-smoking and vaping ordinance, with authorities increasing inspections and monitoring of cigarette and vape sellers.
Mayor Benjamin Magalong said Friday that while awareness of the smoking ban in public places has improved, the city is now focusing on making tobacco products harder to obtain.
He said enforcement teams are conducting discreet inspections in barangays to ensure compliance with rules prohibiting the sale of cigarettes per stick, unauthorized vending, and selling within restricted areas.
Under the ordinance, cigarette sales are prohibited within a 100-meter radius of schools, government offices and churches. The display of cigarettes and advertising materials in establishments is also banned.
Smoking is prohibited in public places, including roads, alleys, parks and public utility vehicles. Private establishments may allow smoking only in approved designated areas that meet city requirements.
The city also treats vape products as cigarettes under its ordinance. Magalong said no permits have been issued to establishments selling vape products and supplies.
He added that authorities are monitoring online sales of vape products and that the city supports proposals to ban their online sale nationwide.
The city’s anti-smoking task force, Baguio City Police Office and Public Order and Safety Division have also deputized barangay-level enforcers to help implement the ordinance.
Anti-smoking task force action officer Dr. Donnabel Tubera-Panes said Baguio’s recent recognition at the 2026 ASEAN Smoke-Free Award has encouraged the city to sustain its tobacco-control campaign.
She said years of consistent enforcement and public information efforts have improved awareness among both residents and tourists, while the city continues to encourage smokers and vape users to quit for health reasons.
