AMLC freezes P3.9B assets of 2  execs amid flood control scandal probe

The Anti-Money Laundering Council (AMLC) has secured two new Freeze Orders against the assets of an incumbent high-ranking official from an independent constitutional body and a former elected government official, significantly expanding its investigation into anomalies concerning multi-billion-peso flood control projects.

The orders, issued on November 25, 2025, cover a total of 230 bank accounts, 15 insurance policies, two helicopters, and one airplane. The frozen air assets alone are reportedly valued at approximately P3.9 billion.

AMLC Executive Director Matthew M. David stated that the freeze orders will allow the agency to “pursue a more extensive financial investigation to uncover any possible money laundering scheme linked to the flood control projects.”

The assets were determined to be linked to violations of the “Anti-Graft and Corrupt Practices Act” (Republic Act No. 3019) and “Malversation of Public Funds and Property” (Article 217 of the Revised Penal Code, as amended).

“The public can be assured that the AMLC will continue to pursue all possible legal remedies to ensure that those involved in the misuse of public funds are held accountable,” David added.

These latest actions bring the total assets frozen in connection with the anomalous flood control projects to a significant P11.7 billion.

The total assets now encompass 3,566 bank accounts, 198 insurance policies, 247 motor vehicles, 178 real properties, and 16 e-wallet accounts.

The AMLC expects the total value to rise further following the issuance of the recent freeze orders.
