The Subic Bay Metropolitan Authority (SBMA) continues to demonstrate progressive governance and social responsibility through its strategic Memoranda of Agreement (MOAs) with two key government institutions: the Parole and Probation Board (PPB) and the Bureau of Jail Management and Penology (BJMP), both under the Department of Justice (DOJ).

Signed in 2024 and on June 3, 2026, respectively, these MOAs reflect SBMA’s commitment to holistic community development—one that prioritizes not only economic growth but also the successful reintegration of Persons Deprived of Liberty (PDLs) and the recognition of the productive potential of Persons Restored to Liberty (PRLs).

Supporting Reintegration Through Opportunity

SBMA’s 2024 MOA with the PPB serves as a vital mechanism for fostering the successful reintegration of parolees into mainstream society.
