MANILA – The shear line and the northeast monsoon or “amihan” will bring rains over parts of the country on Sunday, All Saints’ Day, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its 4 a.m. weather bulletin, PAGASA said mainland Cagayan, Apayao, Kalinga, and Isabela will experience scattered rains and isolated thunderstorms due to the shear line.

Moderate to at times heavy rains may trigger flash floods or landslides in these areas.

Meanwhile, the northeast monsoon is affecting the rest of Northern Luzon, bringing partly cloudy to cloudy skies with isolated light rains over Batanes, the Babuyan Islands, Ilocos Norte, Abra, and Benguet. No significant weather impacts are expected in these areas.

Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. Severe thunderstorms may trigger flash floods or landslides.

PAGASA said the low pressure area (LPA) inside the Philippine area of responsibility (PAR) has dissipated, but a tropical cyclone is being monitored outside the country’s weather monitoring boundary.

As of 3 a.m., Typhoon In-fa was located 2,290 kilometers east of extreme Northern Luzon, packing maximum sustained winds of 155 kph near the center and gustiness of up to 190 kph. It was moving east-northeastward at 10 kph.
