A viral video showing the aftermath of a road crash involving a passenger jeepney and two pedestrians has prompted the Land Transportation Franchising and Regulatory Board (LTFRB) to summon the vehicle’s operator.
One of the pedestrians was using a wheelchair when the incident happened, according to the LTFRB. The video showed a person on the roadway beside an overturned wheelchair after the collision.
Acting LTFRB chair Greg Pua Jr. said the operator had been issued a show cause order and must explain why the jeepney’s Certificate of Public Convenience should not be suspended or cancelled.
The agency said the video uploader, a truck driver, claimed the jeepney was moving at high speed before it struck the pedestrians. Both victims were reported injured, although the LTFRB did not provide an official medical update on their condition.
Pua said the board would also seek mandatory testing of the jeepney driver to determine whether substance use may have been a factor in the crash.
The operator could face administrative liability for alleged failure to provide safe transportation and for employing a reckless driver, the LTFRB said.
A hearing has been set for Sept. 24, with the operator expected to submit documents related to the jeepney’s maintenance history and roadworthiness inspection.
The LTFRB said the video would be considered in the ongoing inquiry as it reviews the circumstances of the crash and the responsibilities of both the driver and operator.
