The Philippine National Police (PNP) has emphasized that filing charges against Vice President Sara Z. Duterte is a constitutional obligation, underscoring its commitment to uphold the rule of law regardless of political affiliations or status.
PNP Chief Gen. Rommel Francisco Marbil stated on Sunday following allegations from Duterte that the police force is being used for political harassment.
“The PNP remains steadfast in its mandate to enforce the law without fear or favor. Filing cases against any individual, regardless of their position or political standing, reflects our duty to the Constitution and the Filipino people,” Marbil said.
Charges stem from hospital incident
Last week, the PNP filed charges of direct assault, disobedience to authority, and grave coercion against Duterte, her chief security officer, and other individuals. The charges are linked to an incident on November 23 at Veterans Memorial Medical Center (VMMC) in Quezon City.
According to the PNP, the Vice President and her security team allegedly obstructed police officers who were enforcing a House of Representatives order to detain lawyer Zuleika Lopez, Duterte’s chief of staff, at VMMC.
Lopez, who had been cited for contempt by the House, was instead transferred to St. Luke’s Medical Center after Duterte’s intervention. One of Duterte’s security officials, Col. Raymund Dante Lachica, was also accused of assaulting a PNP doctor during the incident.
On Saturday, the House of Representatives permitted Lopez to leave VMMC, concluding her detention.
Upholding justice without bias
In response to criticism, Marbil defended the PNP’s actions as necessary to maintain public trust in the justice system.
“If we fail to file charges against those accused, what message does that send? That the police are afraid? That the law only applies to the poor? Such perceptions cannot be allowed to take root. Justice is not selective—it applies to everyone equally,” Marbil stated.
He added that the PNP’s actions aim to demonstrate accountability and ensure that no one is above the law.
Political implications
The incident has sparked a political debate, with Duterte describing the charges as an attempt to undermine her position. Despite this, the PNP has reiterated its neutrality and commitment to legal procedures, stressing that its actions are based on evidence and the rule of law.
As the case unfolds, the PNP assured the public of transparency and impartiality in handling the matter, reinforcing its dedication to its constitutional mandate to serve and protect the Filipino people.
