The Marcos administration’s dedication to upholding justice was underscored anew following the rapid arrest of suspects in the kidnapping and killing of Filipino-Chinese businessman Anson Que and his driver, Armanie Pabillo.
Speaker Martin Romualdez praised the Philippine National Police (PNP), under the leadership of Gen. Rommel Marbil, for its “decisive and humane” law enforcement efforts and commended President Ferdinand R. Marcos Jr. for his continued support in empowering agencies to swiftly resolve crimes.
“The commitment to quickly resolve this case is a testament to President Marcos’ strong leadership and commitment to keeping our communities safe,” Romualdez said in a news release. “This is the kind of law enforcement we need — decisive, coordinated, and most importantly, humane.”
The PNP Anti-Kidnapping Group has confirmed that suspects Richardo David, Raymart Catequista, and Chinese national David Tan Liao are now in custody. Liao surrendered to authorities on Saturday and admitted involvement in the crime, while the two other suspects were apprehended in Palawan on Friday.
Que, also known as Anson Tan, and Pabillo disappeared on March 29 after leaving Que’s office in Valenzuela City. A ransom demand of USD 20 million was sent the following day. Despite negotiations, both victims were later found dead in Rodriguez, Rizal on April 9.
Romualdez highlighted the success of the operation, crediting the PNP’s use of cyber monitoring, CCTV analysis, and forensic investigation for the breakthrough. He also noted ongoing efforts to locate two other foreign nationals linked to the crime.
Authorities are also exploring possible connections to Philippine Offshore Gaming Operators (POGO), although Que’s family firmly denied any links.
“Our father steered clear of shady dealings. He only did business with people he trusted,” the family said in an April 12 statement. “We firmly deny any insinuation that he was involved in POGO operations.”
Investigations continue as authorities intensify efforts to apprehend the remaining suspects.
