Senate leaders expressed support for President Ferdinand Marcos Jr.’s order to release payments to infrastructure contractors who have completed projects properly.
The directive aims to ensure that contractors with a good track record receive timely compensation, separating them from those with incomplete or problematic projects.
Senate President Vicente Sotto III said the measure would protect legitimate contractors from being penalized due to the shortcomings of others.
Senate President Pro Tempore Panfilo Lacson added that the move would prevent a slowdown in public works projects caused by delays in contractor payments and encourage participation in government bidding.
Lacson noted that those who fail to fulfill contracts would still face penalties, including withholding of payment, legal action, and forfeiture of performance bonds.
The Palace earlier said the release of funds to compliant contractors is part of the government’s effort to meet economic growth targets this year.
The Senate’s endorsement aligns with broader reforms in public infrastructure, emphasizing efficiency, accountability, and timely completion of projects.
