The Commission on Human Rights (CHR) has released a human rights situation report highlighting the alarming rise of online sexual abuse and exploitation of children (OSAEC) in the Philippines, along with urgent recommendations to address this growing crisis.
According to the CHR’s Women and Child Rights Center, it has documented a dramatic surge in OSAEC cases and despite intensified efforts by local authorities to respond effectively, more and more Filipinos from marginalized sectors are being drawn to such illegal activities to address their financial problems.
According to the CHR report, economic vulnerability—particularly poverty—remains a primary driver of OSAEC, with many cases involving perpetrators who are family members or close relatives. The trauma caused by abuse, compounded by fear, shame, and the emotional toll of legal proceedings, often deters victims from seeking help or pursuing justice.
Just recently, two foreign nationals and a Filipina were charged with qualified trafficking by two women victims before the Pasay City Prosecutor’s Office after they were coaxed into engaging in online sexual shows.
The victims, both residents of Pasay City, identified their recruiter as Italian national Adel En Nouri and British-Indian national Centvin Menez. Also implicated in their complaint was a certain ‘Mami Jhane’, who reportedly introduced them to En Nouri and Menez.
The complaint against the two foreign nationals and their accomplice specifically charged the respondents of violating the Anti-Trafficking in Persons Act (Republic Act No. 9208, as amended by R.A. No. 11862).
In their sworn affidavit executed last September 4, 2025, the complainants narrated that they met ‘Mami Jhane’ in May 2025 who presented herself as a manager of the Aqua KTV on Roxas Boulevard in Pasay City.
The complainants said the respondent recruited them for “online shows†where they would perform sexually explicit acts during live video calls for foreign customers.
According to the affidavit, their first show occurred on May 19, 2025, facilitated by ‘Mami Jhane’ using her laptop and Viber account.
The customers, primarily based in London, would pay to watch the complainants undress and engage in sexual acts.
The complainants stated they were paid P8,000 each per session, with occasional bonuses.
Currently, the two complainants are seeking the help of authorities to ask the International Criminal Police (Interpol) to issue a red notice against En Nouri and Menez.
In their letter to the Office of the Special Envoy on Transnational Crimes in Camp Crame, Quezon City, they informed Ambassador Marcus Lacanilao that they are now in fear of retribution from the two foreigners that would deter them from pursuing their complaint and this could only be remedied if the respondents are immediately arrested.
It was learned that En Nouri is an employee of Harrods Department Store in London while Menez has reportedly been involved in cybercrimes as monitored by British authorities.
