Quezon City implements risk-based permit system

Quezon City has launched a new system for business permits that prioritizes approvals based on the risk profile of enterprises, aiming to cut red tape and speed up processing.

Mayor Joy Belmonte said companies are now classified as low, medium, or high risk according to their operations and potential effects on public safety, health, and the environment.

The new classification determines how quickly permits are issued, with low-risk businesses receiving faster processing and higher-risk establishments subject to closer scrutiny.

Under the system, new low-risk applications are processed within three working days, medium-risk within seven, and high-risk up to 20 days, while renewals for all businesses continue to follow a three-day schedule if there are no pending violations.

Meanwhile, the Bureau of Fire Protection (BFP) in Quezon City will continue to handle fire safety inspections in coordination with city offices to prevent repeated visits and overlapping requirements.

For businesses with multiple lines of operation, the schedule and inspections will follow the highest-risk activity declared to ensure compliance.
